The Fermi LAT Science Tools do not write correctly the time reference for the Good Time Intervals into the source maps generated by gtsrcmaps. This prevents the LAT interface from reading in correctly the times. A kluge was added to add the correct LAT time reference in case that it is missing in the FITS file.

We do not need a GCaldb member, we just need to open a local calibration database when loading the response function.
-
Opening the Fermi LAT CalDB in the void constructor lead to an exception in case that the environment variable has not been set. Now, the opening is performed in the load() method.

Removed size() method. Renamed filename() method to url(). Renamed fullname() method to operator().

The CTA response was refactored. GCTAResponse was renamed GCTAResponseIrf, and GCTAResponse became an abstract base class for all possible CTA response functions. GCTAResponseIrf derives from GCTAResponse. Also GCTAResponseCube derives from GCTAResponse. To make this work, the GObservation::response() method now returns a pointer instead of a reference. The interface definition is such that the pointer never can be NULL. The code has been adapted to comply to this new interface. Upon reading an XML file, GCTAObservation now determines the appropriate reponse type and calls its reader. If no response is specified in the XML file, GCTAResponseIrf will be used by default.

The GLATEventCube::maxrad now returns 0 if a sky direction lies outside the event cube. Before, the method has returned a positive radius, which led to an incorrect normalization of the PSF for sources lying outside the event cube.
-
The PSF attribute FRONT/BACK has to be set before reading the scaling parameters as they depend which parameters are read. Before, the attribute has been set after reading the scaling parameters, which led to an application of the front scaling factors to the back response (see issues #603 and #1004).

Now, GCaldb only reads the CALDB environment variable when needed. This allows changing the CALDB environment variable during runtime. Rename GCaldb::dir to GCaldb::rootdir.
