So far any exception occuring during the construction of the ctools were not catched. This is corrected now.

All likelihood ctools now derive from the ctlikelihood base class. This avoids code duplication and provides all likelihood tools with a uniform interface.

The publish parameter has been added to the following tools:
- ctbin
- ctbkgcube
- ctcubemask
- ctexpcube
- ctmodel
- ctskymap
- cttsmap

…erLM logger constructor interface (now takes a pointer instead of a reference).

…d scave() methods to ctool interface. Add read_ahead() method to handle reading of task parameters at the beginning of the task execution. Remove all m_read_ahead members from the derived classes.

- change evfile parameter to infile
- added irf and caldb parameters
- use pointer to GModel for test source
- clean exception handling
- minor code adjustments
