Add __version__ variable to ctools Python module.

Rename __init__.py file into __init__.py.in, add version number, and __init__.py creation instruction into configure.ac.

$(abs_top_srcdir) does not exist on all systems.

This avoids code duplication and makes use to the standard unit tests within the installation.

cspull now loops over all model components and call cterror for each model component.
