csmodelsois allows generating a DiffuseMapCube source from a model XML file. Allows passing a CSV list of source names (via 'soilist') to be excluded from the cube. Also allows outputing an updated model XML file (if 'outmodel' param is specified) in which all models filled into the cube are replaced by the generated diffuse map cube.

There was a code duplication in csroot2caldb and csobs2caldb, which is now avoided by exporting the code in the "calutils" module.

To avoid code duplication in cscripts the support modules "modutils' and "ioutils" have been added. The obsolete functions cntmap() and modmap() have been removed from the "obsutils" module.

Convert the cta_root2caldb.py script into a cscript and add unit test. The script only works if PyROOT is installed. Instead of the cta_root2caldb.py script a generate_prod3_irf.py script was added to the example folder.
