The cstsdist parameter interface is now much simpler, requiring on input either an unbinned, binned or stacked observation. If an observation definition XML file is provided it is assumed that the file only contains event lists.

Added conditional passing of pointer to logger in ctpsfcube to ensure ctpsfcube does not print out additional text when 'chatter=0'.

Removed 'runavgalpha' option, since computing the run-by-run significance is a non trivial thing and the difference in the residual counts map is negligible.
Added special handling in the significance computation when Non=0 to avoid NaN's.
