The interpolation of the stacked background cube is problematic when combining various energy thresholds. The background cube should *not* be interpolated but should be identical to the counts cube. Both are defined in the same data space.

Remove ctools::time_reference constant and handle the time reference for MET either by using the time reference from the input observation, or by adding a hidden "mjdref" parameter. The following tools transparently use the time reference of the input observation: * ctselect (apply time reference of each input observation) * ctbin (apply time reference of first input observation) * csobsselect (apply time reference of each input observation) A "mjdref" parameter was added the following tools: * ctobssim * cslightcrv * cspull * csviscube * csobsdef

The building of a cuve on the fly raised issue with memory going out of scope. This is fixed by making the CTA event cube a member of ctbin, and having the cube() method returning a reference to that member

These functions are not really observation utilities, and they are not really needed either since they encapsulate only a few lines of code.

To avoid code duplication in cscripts the support modules "modutils' and "ioutils" have been added. The obsolete functions cntmap() and modmap() have been removed from the "obsutils" module.

The obsutils.sim() function does not correctly handle stacked observations. It appends stacked response cubes to a counts cube in case that multiple observations have been simulated and stacked analysis was requested. The stacked response cube computation is done using the obsutils.get_stacked_response() function. The function obsutils.set_ts_model() has been added to setup a model for TS determination. This is used by some of the cscripts, and avoids code duplication. Finally, the cstsdist and cspull scripts have been refactored.
