The cstsdist parameter interface is now much simpler, requiring on input either an unbinned, binned or stacked observation. If an observation definition XML file is provided it is assumed that the file only contains event lists.

Implemented reading and using of off regions stored in ds9 region files linked in observation xml file. A line <parameter name="OffRegions" file="bla.reg"/> in an <observation> element in an observation definition xml file links an observation to its off regions file. To enable loading of off regions files use bkgmethod LOAD.
